SFJ leader Pannu booked under anti-terror law UAPA, state borders sealed over Khalistani flags tied outside Himachal’s assembly

Dharamshala: Khalistani flags were found in the Himachal Pradesh Assembly on Sunday morning. Himachal Pradesh Police has registered a case under several sections including UAPA. Gurpatwant Singh Pannu, the head of Khalistani organization Sikhs for Justice booked by police and seald the state's borders after Khalistani flags were put up on the gates of the assembly complex in Dharamshala on Sunday.

The police have issued a statement saying that along with registering the case, vigilance has also been increased. HP Police chief Sanjay Kundu also ordered the sealing of the state’s border and beefing up of the state-wide security. Apart from this, ADGP, CID, IG, DIG and SP of all districts have been asked to be vigilant.

HP Director General of Police Kundu said Pannun has been booked as the main accused under section 13 of the Unlawful Activities Prevention Act and sections 153 A and 153 B of the India Penal Code, besides section 3 of the HP Open Places (Prevention of Disfigurement) Act, 1985.

While section 13 of the UAPA pertains to the offense of inciting or abetting terror acts, sections 153 A and 153 B of the IPC deal with the offenses of promoting communal or sectarian divides and animosity.

Kundu said the FIR against Pannun and others was lodged on the complaint of Ram Chand alias Ajay Kumar of Kaned village under Dharamshala tehsil of the Kangra district.

In a statement here on Sunday evening, the DGP said, "Gurpatwant Singh Pannun, the general counsel to Sikhs for Justice has been made the main accused in the case."

Earlier on Sunday, Chief Minister Jai Ram Thakur had challenged the Khalistanis and said that if they have the courage, then instead of raising flags in the dark of night, they should come out in broad daylight. He said that the flags have been installed in the assembly located in Dharamsala, where the session held only in winter. So there is no tight security there all the time. Taking advantage of this, Khalistan supporters have done this act.

CM Jai Ram Thakur said, 'will investigate CCTV cameras'

Jai Ram Thakur had also spoken of taking strict action against those writing Khalistani flags and slogans. Thakur said, 'There were CCTV cameras installed. We will try to nab those who have carried out this act. I also appeal to the people of Himachal Pradesh to maintain peace. We will take strict action against the culprits. Apart from this, we will also review the security arrangements of our borders so that the entry of chaotic elements can be checked. It is worth noting that earlier a letter in the name of Gurpatwant Singh Pannu was also sent in the name of Himachal Pradesh CM. In this, there was a threat to hoist the Khalistani flag in Shimla.
