Ration dealers to get a three-fold hike in their margin money from the Food Department

Minister Imran Hussain announces the proposal to be placed before the cabinet at the earliest for trebling the margin money from Rs 70 to Rs 200 per quintal

Delhi government also ready for the payment of arrears; to write to the Centre for payment of matching grant

Food & Civil Supplies Minister Imran Hussain on Saturday announced that the matter of increasing margin money for the ration dealers in Delhi from the existing Rs 70 per quintal to Rs 200 per quintal of foodgrains, in offline mode, is under active consideration of the Delhi government.

Hussain said this proposal will be placed before the Cabinet for its approval at the earliest. The Minister informed that there was a long pending demand of Fair Price Shop (FPS) owners for increase in margin money in order to enable them run the FPSs in a sustainable and viable manner.

The Minister’s announcement came after his meeting with the office-bearers of Delhi Sarkari Ration Dealers Sangh, which was also attended by the Commissioner, Food & Supplies (CFS), Special Commissioners, Food & Supplies and other senior officers of the department.

` Hussain said that the proposal to increase margin money  is being made keeping in view all relevant factors in mind such as dailywages of fair price holders, storage cost,shortage incurred during retail distribution, electricity charges and reasonable commission/profit.

In deciding the increase in margin money, due consideration is also being given by the Government towards the cost of owning/hiring a space for FPS in various parts of Delhi and  the payment of wages by the FPS owners as applicable to skilled worker.

Hussain stated that the Delhi Government had earlier decided to increase payment of margin money to ration dealers from Rs 70 per quintal to Rs 200 per quintal of foodgrains, while introducing e-PoS system of distribution of food grains under the National Food Secrutiry Act, 2013. However, due to severe deficiencies noticed in the e-PoS based distribution of food grains, the government was forced to suspend the operation of e-PoS devices for distribution of food grains.

Considering the difficulties faced by FPS dealers in running their FPSs viably, the Delhi government has decided to consider the demands of Ration dealers for increasing margin money from existing Rs 70 per quintal to Rs 200 per quintal of foodgrains, in offline mode also.

The Minister also informed that the demand of ration dealers for payment of arrears of margin money from 1.9.2013 to 31.8.2014 has also been acceded to by the Delhi Government and now the matter is being forwarded by F&S Department, the Government of India, for payment of equal amount of arrears as Central Assistance, as provided under the law.

The Minister directed the CFS to call a meeting of FPS dealers at her level for resolving their problems expeditiously. CFS assured to do the needful.

Hussain urged the FPS dealers to ensure that they cooperate with the Delhi government in ensuring that poor and needy ration beneficiaries obtain their due ration as per their entitlements accurately and timely. The Minister also assured the FPS dealers all necessary cooperation from the government in achieving this objective.

The Delhi government is distributing Specified Food Articles to the tune of 3.75 lakh quintals to 72.78 lakhs beneficiaries per month under Targeted Public Distribution System as per National Food Security Act 2013.
