To bring separate “Kisan Budget” for absolute solution of the agriculture sector

National Commission for Agriculture Development to be set up

Farmers to be provided easy loan on less rate of interest

KARTARPUR: Terming the Modi led NDA Government as anti-farmers, Congress candidate Chaudhary Santokh Singh today said that if voted to power, Congress would end the woes of farmers by putting them on the path from "Karz Maafi" to "Karz Mukti", which would be done through remunerative prices, lower input costs, and assured access to institutional credit.

“Congress will bring separate "Kisan Budget" for the farmers every year and if farmers will be unable to repay the loans, it will be treated as a civil offence and not a criminal offence”,. Chaudhary, who was accompanying with MLA Chaudhary Surinder Singh, said while addressing series of political meetings in the Kartarpur assembly segment.

Citing the example of Punjab, Chhattisgarh, Madhya Pradesh and Rajasthan where Congress is in power, state governments initiated loan waiver schemes for farmers, Chaudhary said vowing that in BJP ruled states not a single penny of farmers were waived and rather they multiplied the problems of farmers due to their anti-farmers policies.

Congress has promised to establish a permanent National Commission on Agricultural Development and Planning consisting of farmers, agricultural scientists and agricultural economists to examine and advise the government on how to make agriculture viable, competitive and remunerative, Congress candidate said adding that the recommendations of the Commission shall be binding on the government.

Congress has also promised to re-design the BJP government's Fasal Bima Yojana (Crop Insurance Scheme), because the BJP's crop insurance scheme has only enriched the insurance companies at the cost of the farmers, Chaudhary claimed.

“The massive gathering of people assured of massive victory of Congress in the ensuing election, as people are fed up with the anti-farmers and anti-dalit policies of NDA government and waiting for May 19 (Polling Day) to oust it by pressing the button of Congress on the EVM”, Chaudhary said.

Congress has already promised for Minimum Income Guarantee Scheme, under which an amount of up to Rs 72,000 per year would be directly transferred in the accounts of a woman member of the poor family, Chaudhary said claiming that this is not the promise like Modi’s ‘Chunavi Jumla’, rather the concrete policy, rolled out after the series of brainstorming sessions of the renowned economists of the country.

Congress candidate termed “Modi Sarkar” as big failure on all front – be it the issue of unemployment or be it the economic crisis of farmers. Even to bring out farmers from the economic crisis, Modi offered just 6,000 annual income support for poor farmers, which is a “cruel joke”?

Moreover, where is Rs 15 lakh, which Modi promised to deposit in everybody’s account by bringing back black money from Swiss Bank? Chaudhary quipped.

During UPA regime, the then Prime Minister Dr Manmohan Singh took a historic step of the farmers’ loan waiver worth Rs 72,000 crore, Congress leader said quipping – What Modi did for farmers in his five-year tenure? Loud reply came from the crowd, which comprises a sizable number of farmers – “NOTHING”.

In 2014, BJP promised in its manifesto that it would implement Swaminathan Committee’s report if voted to power, but did not do anything, Santokh Chaudhary said “This time, this promise even gets miss in the BJP’s manifesto, which exposes BJP’s real face
