Embezzling dead person’s pensions; secretary fails to act even after sixteen months

NAKODAR: Secretary rural development and panchayat has failed to act on a local social activist’s complaint against Jalandhar deputy commissioner even after sixteen   months of the Punjab chief minister office’s (CMO)direction in this regard.

Punjab chief minister office (CMO)has directed secretary rural development and panchayat to act on a local social activist’s complaint against Jalandhar deputy commissioner with Punjab chief minister Captain Amarinder Singh urging him to direct chief secretary to act against ex-sarpanch of Hairan village who was indicted for misusing the funds by showing dead persons as alive in official records.

Undersecretary chief minister office (general branch) in an official communication in October 2018 to secretary rural development and panchayats said resident’s representation sent to the chief minister on August 19 .2018 is sent to you in original for immediate necessary action adding that complainant should be informed directly about the action taken.

A local social activist has lodged a complaint against deputy commissioner with Punjab chief minister Captain Amarinder Singh urging him to direct the chief secretary to act against ex-sarpanch. Dilbag Singh who has sent a complaint to the chief minister said that he has received no reply from secretary about the action taken

He has said that   Jalandhar deputy commissioner (DC) has not taken any action against former sarpanch of Hairan village who was indicted for misusing the funds by showing dead persons as alive in official records. Nakodar sub-divisional magistrate has indicted former sarpanch Manohar Lal in September 2015 and sent his report to DC.
Gurpreet Singh a resident of Hairan village had complained to DC that the accused Manohar Lal during his term as sarpanch embezzled the funds sent by social security department meant for the pensions of the widows and elderly persons who were dead.
Deputy Commissioner directed SDM for inquiry. In his inquiry report, SDM concluded that after investigating complaint it was found that former sarpanch Manohar Lal has shown the distribution of pensions to 2 persons who were dead. It says that pension amount should have been sent to the concerned department by sarpanch.
SDM said in his report that former sarpanch of Hairan village Manohar Lal has embezzled pension of dead persons and misused his position. He said ex- sarpanch has embezzled government money and made himself liable for punishment. He recommended suitable legal action against sarpanch.
